Appointed to the British Columbia Human Rights Tribunal's roster of mediators (April 2026)

Raema Quam is a lawyer, workplace investigator, mediator, and facilitator who approaches workplace disputes and conflict with clarity, compassion, and fairness. Her work is informed by her background in both law and social work, with a specialization in anti-oppressive and trauma-informed practice.

Prior to joining HLP, Raema worked at a workplace investigations firm. She has also practised in labour and employment law, both at a boutique firm and in-house in labour relations at a large post-secondary institution. Her practice draws on experience in labour and employment law, human rights, organizational management, and the non-profit, public, and private sectors.

  • Raema's earlier professional experience includes organizational and program management in the non-profit and private sectors, where she managed teams, developed and delivered training, facilitated groups, and designed and evaluated programs and services. This experience continues to inform her understanding of organizational dynamics, conflict, communication, and complex interpersonal issues, and the creative, flexible, and pragmatic approach she brings to her work.

    Investigator

    Raema conducts complex and sensitive workplace investigations involving allegations of harassment, discrimination, bullying, and other workplace misconduct. Her investigations span a broad range of workplaces and sectors, including education, public sector organizations, non-profits, regulated workplaces, and unionized and non-unionized environments. She has advised organizations navigating complex workplace issues and helped parties negotiate practical and lasting resolutions to workplace disputes.

    Mediator

    Raema serves as a mediator with the British Columbia Human Rights Tribunal, assisting parties in resolving human rights disputes. Raema also has extensive experience with mediation in various workplace environments.

    Trainer & Facilitator

    Raema leads practical training sessions on workplace topics such as conducting investigations and building respectful workplace cultures.

    Governance & Organizational Support

    Raema provides strategic consulting and advisory services, including governance support, strategic planning, and support through periods of change and development.

  • Raema has completed training in mediation, conflict resolution, and leadership, including the nine-month Coro Fellowship in Public Affairs.

    In April 2026, she was appointed to the British Columbia Human Rights Tribunal's roster of mediators.
